To smooth jagged text edges, Photoshop offers us 4 anti-aliasing methods. Photoshop Elements includes just one of those - "crisp".
If you are not happy with the achieved effect, try anti-aliasing actions from the "Elements+" set - "Sharp", "Crisp", "Strong", and "Smooth".
To disable anti-aliasing, turn off the "AA" button in the Options bar (screenshot).
